Car rental in Montenegro: documents, deposit and rental prices in 2026

Without a car, you won’t see the mountains in the north or the quiet bays where no public transport runs. Buses only connect the major towns, and the schedule between them is limited.

What documents you need to rent a car in Montenegro

A foreigner needs a passport and a national driver’s license to rent. An international driving permit is not required everywhere, but with it you won’t be turned away at the counter. The minimum driver age and required driving experience are set by the company itself, so check them before booking.

The deposit is handled separately. An amount is held against the insurance deductible on your card or in cash, and it’s returned after the car is inspected. The amount depends on the car class and the rental company’s terms.

Rental terms and what’s included in the price

The standard price usually includes unlimited mileage, mandatory third-party liability insurance, damage insurance with a deductible, a green card, taxes, and the airport fee. Check that these items are listed in the contract, not just in the advertising brochure. That way you’ll avoid extra charges at the counter.

An important nuance: the standard policy usually doesn’t cover damage to wheels and the windshield. Inspect the car together with a staff member and mark every scratch on the diagram. Photograph the interior and bumper before you leave; this is your argument when returning the car.

Optional extras include a child seat, a bike or ski rack, a GPS, and insurance for a second driver. Agree on trips outside Montenegro in advance, not at the border crossing.

The car is handed over with a full tank, and you need to return it full as well. If you don’t have time to refuel, the company will supply fuel at its own price.

Rental desks are available in major cities and at all seaside resorts. There are many offices at Tivat and Podgorica airports, at bus stations, and on central streets. Look for "Rent a car" or "Изнајмљивање аутомобила" signs.

How much a rental car costs in Montenegro

Gas stations sell 95 and 98 octane gasoline, diesel, and LPG. A liter of Eurosuper 95 costs about €1.72, and a liter of diesel about €1.90 (as of 09/2026, Obračun.me).

Fuel cans in the car are allowed, but some gas stations operate only during the day. On secondary roads and in the mountains, gas stations are few, so keep the tank full. Before a long drive through the north, refuel in a town.

Traffic rules in Montenegro

You must keep your low beams on all year round, day and night. Children under 5 ride only in a car seat; children under 12 ride only in the back seat. All passengers must wear seat belts (as of 09/2026, Montenegro traffic rules).

The legal blood alcohol limit in Montenegro is only 0.3 promille, so it is best to skip even one glass of wine before driving. For exceeding the limit or drinking and driving, you can be detained, not just fined (as of: 09/2026, legal alcohol limit).

Studded tires, radar detectors, and tinted windshields and front side windows are prohibited. Passing a school bus at a stop is also prohibited. These rules are enforced on the road, so do not count on a lenient officer.

Roads, the Sozina tunnel, and ferries

Almost all roads in Montenegro are free. You only pay for the Sozina tunnel on the E80 highway: €2.50 for a passenger car (as of: 09/2026, tunnel rates on the operator's website).

The second toll section: the Kamenari-Lepetane ferry across the Bay of Kotor. A passenger car costs a few euros, pedestrians ride free (as of: 09/2026, official ferry website). The ferry saves time compared with driving around the bay.

In the mountains and on rural roads, be careful: rocks and livestock end up on the roadway. At night on narrow switchbacks, it is better not to plan long stretches of driving.

The most convenient way to get to Montenegro is by plane to Tivat or Podgorica. In peak season, tickets get more expensive, so look for cheap flights to Montenegro in advance.

Parking in Montenegro

There are many free parking lots in the country, and they are available at all major attractions. At lots with a barrier, you pay on exit, and the amount depends on the region. In coastal resorts, parking costs more than inland.

To park in designated street zones, buy a ticket at a newsstand and place it under the windshield. Without a ticket, you will get a fine.
