The season on the Bulgarian coast opens in May and runs through the end of September. During these months you get the sea, sand, and full board in one place. Bulgaria is in the EU, you don't need a separate visa, and the drive from Germany takes one day.

The tricky part is something else. Under the "all inclusive" label, they sell both a city hotel with breakfast and a true resort complex with several restaurants and a water park. The difference shows in the details: where the building is located, what exactly is included in the package, how much food and entertainment you get for your money.

Below are twenty five-star hotels and complexes that operate on an all-inclusive basis. We checked the status, location, and package contents against the hotels' official websites and data from the Bulgarian tourism portal (as of 09/2026). The hotel sits on a plateau above the sea in Balchik, about half an hour's drive from Varna. From the rooms and the shared terrace you see water, not the neighboring building. On the official website the resort is described as five-star, with a golf course and a spa center covering three thousand square meters. Rooms have air conditioning, a safe, satellite TV, and an open terrace overlooking the pool.

The beach is private, with loungers and umbrellas, and there's a bar serving soft drinks and cocktails. Three restaurants provide all-inclusive dining, and between meals you can sit at any of the bars. For golf, an academy operates nearby, and equipment is provided on site.

2. Grand hotel Sveti Vlas

Grand Hotel Sveti Vlas operates all-inclusive and sits right on the beach in the Yurta area. The Dinevi yacht marina is 1.7 km away, about a twenty-minute walk (on the map). Sveti Vlas is a small resort next to Sunny Beach. For major entertainment, you go there.

Rooms are equipped with air conditioning, a TV, and a minibar, and many have views of the sea or the outdoor pool. Dining is organized as a buffet in the main restaurant, and there's a bar with soft drinks by the pool. The spa center has a salt cave, an indoor pool with hydromassage, a hammam, and a sauna, plus a separate fitness center.

Thracian Cliffs sits on the cliffs near Kavarna, next to Kaliakra Nature Park. It's the most secluded option in this selection: nature all around, not hotels. The resort's website lists two white-sand beaches, a spa center, and a golf course with sea views from every hole.
