Dubai runs on strict rules, and some of them apply to tourists. The emirate looks more relaxed than its neighbors, but the laws here are enforced. A man who steps into the pink metro car will get a fine, and drinking alcohol on the street can land you in a police station for a few hours.

The good news: for most of your vacation, these rules won't get in the way. We've put together the essentials. What you can bring in, where alcohol is sold, how to behave during Ramadan, and why you shouldn't film the airport.

Problems can start at passport control if you haven't checked the list of prohibited items. The list is long. We won't cover weapons, drugs, and forged documents, those are obvious.

E-cigarettes, vapes, and liquids

Every device, pack of sticks, and bottle of liquid must carry a digital excise stamp. Importing unstamped goods is formally banned, but in practice tourists are asked to declare the items (as of 09/2026, Dubai Customs).

Customs officers pay close attention to vapes. Drugs are often hidden in the liquid. In the city there's no way to test a device, but smoking is only allowed in designated areas and on your hotel room balcony.

Food, medication, and animals

Books, magazines, photos, and discs from your bag can be inspected at screening. The ban on goods from Israel has been lifted: relations between the UAE and Israel have improved.

Unpackaged food cannot be brought in. Leave homemade preserves and baked goods at home.

Medication is the trickiest part. Activated charcoal and aspirin won't cause problems, but painkillers can lead to delays. The list of controlled substances has hundreds of entries. Permission for personal import is arranged in advance through the UAE Ministry of Health service. Didn't have time? Keep your doctor's prescription with you.

Important: bringing narcotic substances into the UAE carries the risk of a long prison sentence and deportation (according to the UK Foreign Office). Questionable medications and products will be confiscated, so check the list before you fly.

Playing cards, casino chips, and anything for gambling are banned. Items made of ivory and rhino horn are also prohibited, as are items that go against Islamic ethics.

Alcohol and cigarettes can be brought in. The allowance per adult is up to four liters of alcohol and up to 400 cigarettes (as of 09/2026, Dubai Customs).

Pets are trickier. Some dog breeds and all bird species are banned. Even a complete set of documents does not guarantee that the customs veterinarian will let your pet through. The paperwork takes time, and the decision is made at the border. It is better not to fly to the Emirates with a dog or cat.

Alcohol in Dubai: where to buy it and what the risks are

There is no ban on alcohol. You can drink in bars, restaurants, and your hotel room. You cannot go outside with a drink in your hand.

At the checkout they will ask for your passport. The clerk issues a one-time license and checks your age. You must be 21 to buy (according to the Foreign Office guide). The license is electronic and valid for a limited time, so you cannot easily stock up for your whole vacation.

Prices at these stores are high, and a drink at a bar costs more than one from a store. Plan your budget in advance.

Metro cars: gold, silver, and pink

The Dubai Metro has three types of cars. The silver one is no different from a regular metro, the gold one offers extra comfort for a surcharge, and the pink one is open only to women and children. The pink car is easy to spot by the stripe and the sign near the doors.

Important: men cannot enter the pink car, even if it is empty. The rule applies even when you are traveling with your wife or girlfriend. There is a fine for violating it.

In a crowded car, do not sit your companion on your lap. This will be treated as a public indecency offense, and you will be fined for inconveniencing other passengers.

Good to know: you pay for rides with a Nol card, and single tickets are also available. Eating, drinking, and smoking in the car are not allowed, and chewing gum is also prohibited. You will be fined for eating on the platform or on the train.

Ramadan: what changes for tourists

Ramadan changes the rhythm of the city. During daylight hours, eating, drinking, smoking, and chewing gum in public are not acceptable. This applies to tourists too (according to the UK Foreign Office).

Cafes and restaurants in Dubai do not close, but some places have shorter hours. You can grab a bite inside an establishment. Evening iftars at hotels are popular during this month, while dining rooms are almost empty during the day.

In practice: during the day, do not eat or drink on the go out of respect for those fasting. There is no fine for it, but you will attract attention. Eating on public transport, however, will get you a fine in any month.

Hugs and public displays of emotion

You should not hug and kiss on the street. It will not lead to jail, but a couple of hours at the police station will ruin your evening.

Holding hands is fine, but dancing on the street is not acceptable. For dancing, there are clubs and venues in hotels.

Clothing: what is appropriate in the city

Dress code requirements have relaxed, but you should not let your guard down completely. Sheer and tight-fitting clothes and visible underwear attract attention and disapproval.

It is better to cover your knees and shoulders, and this applies to men too. Swimsuits and swim trunks are only appropriate at the beach and at the hotel pool. At the market and in the mall, covered clothing is more appropriate than on the waterfront.

Photos, streets, and talking to the police

Photographing people without their consent in Dubai can lead to criminal liability. It is also prohibited to photograph government and military buildings, ports, and airports. You should not photograph other people's cars and villas either.

Important: do not offer money to a police officer and avoid abrupt gestures. Attempting to bribe is considered a crime: prison, deportation, and a lifetime ban on entering the UAE.

Men should not start a conversation with local women. If you need help, ask staff or the police. Leave making acquaintances for later.
