Museum Pass Istanbul: 13 museums for 105 € and five days from first entry
In Istanbul, one card covers the state museums: Museum Pass Istanbul. For a city where Topkapi alone takes half a day, it saves both money and time in ticket lines.
The problem is that the card doesn't cover everything you'd expect it to. Below we break down exactly what you get for your money, where to buy the card, and when it pays off.

Museum Pass Istanbul is issued by the Ministry of Culture and Tourism of Türkiye. The card gives one entry to each state museum on the list, and that's a maximum of one per site.

Take the card composition and full museum list from the card page with museum composition: some items close for restoration, and then entry with the card is unavailable.
Topkapi Harem is listed as a separate item. The palace and the harem count as two entries out of thirteen, not one.
Don't confuse two similar buildings. Hagia Irene stands in the courtyard of Topkapi and is included in the card. Hagia Sophia next to it is not included in the card; it's a separate site.
Maiden's Tower and Rumeli Fortress are located away from Sultanahmet. Allow separate time for them and check the site status before your trip.
What's not included in the card
The list of exclusions matters more than the list of entries. Outside the card remain Hagia Sophia, Basilica Cistern, Dolmabahçe Palace, Blue Mosque, and Istanbul Modern.
These sites are sold as separate tickets, often with a time slot for a specific entry time. If your trip is built around Hagia Sophia and the Basilica Cistern, timed-entry tickets on Tiqets will work better than the pass.
The pass does not replace security screening and does not give you a separate line. It only saves you from buying a ticket at the ticket office of a particular museum.
One more time restriction. The pass is not valid for evening museum programs after 7:00 PM (as of 09/2026, official pass rules).
How to buy
You can buy the pass online or on site. On the official website of Turkey's museums you pay and receive an e-card with a QR code, and on site there are ticket offices and official points of sale.

Keep your phone charged and save a copy of the QR code before you leave the hotel. That way you won't be left without the pass if the screen goes dark or you lose connection.
How it works
The pass is activated at the moment of first entry, not at the moment of purchase. Buy it a week before your trip, and the five days will start only at the first turnstile.

There are entry time limits. With the pass you can enter the Galata Tower no later than 6:14 PM, and the Archaeological Museums and the Museum of Turkish and Islamic Arts no later than 6:45 PM (as of 09/2026, entry hours according to official data). Don't leave these three sites for the evening, otherwise you won't use your entry.
How much you can save
Count by the number of entries, not by the price of the pass. One Museum Pass Istanbul replaces thirteen separate tickets, and that is exactly where all the savings come from.

Payback depends on your pace. The card is worth it if your plan includes Topkapi with the harem, Galata Tower and the Archaeological Museums (as of Istanbul Tourist Information, 09/2026).
If you are in town for two days and only want Topkapi and Hagia Sophia, the card will not pay for itself. You simply will not have time to use some of the entries, and the validity period runs consecutively.

The countdown runs consecutively from the first entry, so buying the card on the last day of your trip is not worth it.
Can two people use one card?
No. Entry is recorded once per museum, and you cannot get two people in one after another on a single card. If you are traveling as a couple, budget for two cards right away. Otherwise the museum ticket desk will refuse the second entry.
What should I do if the card does not pay off?
Look at your list of museums, not at the card price. If you only need three of the thirteen options, the card will not justify itself. In that case, buy individual tickets for specific dates and times.
